Design notes — ABT-47218

Card order — Active components first (in component sequence order), then Inactive components (in component sequence order).
Inactive treatment — Cards are dimmed (opacity 0.5, thumbnail desaturated). A "Past cycle" label appears above the title in the same position where "Available soon" appears for future-start components. No action button — the learner can still click into the card to access content.
Incomplete past cycles — A past cycle may not be completed (e.g., 2025 at 60%). The card shows whatever state the learner left it in. No button nudges them to finish — the current cycle takes priority.
New learners — Inactive components are never assigned to new learners, so their cards don't appear at all. The new learner only sees Active components.
Non-Course components — Flash Drills and Channels are not affected by Active/Inactive in V1. They appear normally alongside Active courses.
Implementation — CSS-only change: opacity: 0.5 and filter: grayscale(0.6) on Inactive cards. Sorting is server-side: Active components first, then Inactive, each group in sequence order.
